In a Major Military Command “Turbo Test” of Maritime Readiness, Two Old Rust Buckets Strive to Answer the Call

Two of the 28 ships called up in a critical “Turbo Test” of military sealift capabilities this month have among the worst inspection records of any cargo vessels in American military programs, placing first and second in the number of safety deficiencies cited by the Coast Guard, a review of thousands of ship inspection records shows. 

The USNS Sgt. Matej Kocak, a container and roll-on, roll-off vehicle-carrier, amassed a total 52 Coast Guard citations in 2017 and 2018 for deficiencies that included broken lifeboat switches, a lack of watertight hatches, lights dangling by their wires, and steering failure alarms that sounded continually while the ship was underway — among dozens more. 

However, the USNS PFC Eugene A Obregon, the same sort of vessel, outdid the Kocak with 83 citations – the most handed out by the Coast Guard to any USNS vessel. 

Here, boilers leaked, watertight door controls failed, the hospital space had no hot water, the fire control instructions did not match those on board, fire extinguishers were expired, and also this note:

“Two ventilation trunks above the bow thruster space w/ substantiated metal wastage: major source of down flooding.”

In each case, the ships eventually passed inspection. But both ships, at age 36 nearly twice the age at which most vessels are retired, illustrate dramatically why doubts exist among top military leaders about the ability of the aging fleets. 

“The steel is rotting,” the U.S. Department of Transportation’s Maritime Administration Administrator and retired Rear Adm. Mark Buzby said simply of the old ships as he testified before Congress in March.   

The U.S. military logistics command ordered the 28-ships to scramble as a critical pressure test of the country’s ability to move heavy equipment to support a major overseas war.  

This sort of “surge activation” is among the largest since 2003.  It is designed to see how rapidly the military can transition ships from a semi-layup status to operational and ready to move within a few days.  

But it may also dramatically illustrate just how unready the maritime sector is to support a sustained major war effort abroad.    

At least some of America’s old and shaky merchant marine vessels may well crack under the stress.  The Kocak and the Obregon are not extreme examples. Many of their USNS sister ships have flunked inspections dozens of times and seem candidates more for a ship hospice than a ship hospital. 

Even vessels in the mid-range of inspections are not dream boats. For example, the USNS Bob Hope, named for the famous comedian and entertainer of troops, seems on the road to nowhere.  Most ships are built to last 20 years, but at age 24 the Bob Hope, a carrier of vehicles, seems over the hill.  

“On F deck… the steel was heavily rusted,” said one report. “Decks separating ro-ro cargo spaces shall be capable of being closed reasonably gas tight and such divisions shall have “A class” integrity in so far as is reasonable and practicable. Deck penetration in starboard B deck was damaged and no longer gas tight.

“All electrical apparatus shall be so constructed and so installed as not to cause injury when handled or touched in the normal manner. On aft port side A deck, under the ensign, an electrical rat’s nest was identified.”

Each one of the items might be fixable, but the situation with the Bob Hope was reflective of the overall problem.  There were 21 separate failures of Bob Hope to pass inspection and she was among the better ships – a relative youngster among a fleet of old rust buckets. She is approved for now, but a 22d inspection is not far away.

A ship generally is built to serve for 20 years before being scrapped. All told the average age of cargo ships in military service is over 40-years. 

Perhaps most importantly, the Coast Guard inspectors’ attention to the merchant ships in the Military Sealift Command and Ready Reserve have identified huge flaws and driven up the estimated cost of modernizing the fleet by 300 percent. 

The planned renovation of the fleet now is “three times more expensive” and “taking twice as long” to elevate the existing fleet up to Coast Guard certification standards, Army Gen. Steve Lyons, the commander of Transportation Command, told Congress. 

The Coast Guard cracked down on inspections following the loss of the SS El Faro in 2015.
